I am a Barça fan since Rivaldo. I am a Pedri fan since I saw HOW he was juggling the ball during his Barça presentation, his very close control like the ball is glued to his feet, very unique kid. However, his magical displays are the same as Iniesta & Xavi and neither won. Point? The award goes to the flamboyant goal scorers, not necessarily those who dictate the game, make every one else look good and score important goals for club & country. It's the Ronaldo, Messi goal scoring type that wins. Modric was an exception to that rule because mainly his world cup contribution put Croatia above where they were expected. If Modric performed that way for Spain, France, Italy, Germany etc, it would not have had the same impact.

Pedri is a great player without a doubt.But I feel like in his age group other players have higher ceilings. Especially Musiala and Bellingham come to mind.
