Van Gal has a long history of treating South American players with contempt and making very strange comments about their habits and work ethic. He clearly holds some prejudicial attitudes towards South Americans. I will not go farther than that as I don't have direct evidence of anything more serious, but with every passing incident he gets a step closer to being labeled something far more serious.
I can add to Ale's point, the 1st game of Argentina vs Saudi. If the referees are "in" on the "rig", why'd they give so many offsides? Does he even have an idea of what it would take to perfectly rig a world cup for any player or any team?

Any other player would have gotten a red card. Messi should have gotten a red objectively. Good for him for winning the world cup, but it was a pretty embarrassing run. They had the easiest path of any team and BARELY struggled through with favorable ref decisions. They barely beat France who were missing multiple crucial players and had to sub half their exhausted team just to play starting the 80th minute basically. Also, van gal is being a bit hyperbolic. The ESPN team is the one sounding stupid for reacting as if it was so literal down to an exact outcome plan. He just meant that the refs did things for Messi that no other player got.

In the one game, think it was australia, Messi was on a yellow card and committed a deliberate handball. Any normal player would have been sent off and argentina would have had to navigate the next round without their talisman but fifa couldn't have that. The incident was so blatent that during the BBC commentary Gary Lineker said that I guess this proves that Lionel Messi is the only player in world football who can deliberately handball and get away with it. They may not have rigged it but there's no denying fifa wanted their fairytale.
